History and Mandate
Historical background: Born from the 2025 Pastoral Assembly on Education, which saw systemic challenges for Catholic schools — declining interest, the perception of high fees, and weakening faith formation.
Ecclesial mandate: Established by Decree of the Bishop of Surabaya No. 015/G.113/I/2026, 8 December 2025, to orchestrate character-driven, sustainable, and missionary education in line with Ardas.
Core mission: To be a collaborative partner in the education ecosystem so that every work remains faithful to Catholic identity while staying professional and relevant.

The nature of PULPEN
PULPEN is a diocesan body that coordinates Catholic education providers in the Diocese of Surabaya, from early childhood through higher education. Its nature is pastoral accompaniment of foundations, schools, and universities so that intellectual life remains rooted in Catholic identity and aligned with the Bishop’s pastoral policy.

Purpose of PULPEN
Governance alignment
Keeping each foundation’s policies coherent with the Diocesan Pastoral Direction and the education direction of Surabaya.
People and institutions
Raising the quality and spirituality of teachers, lecturers, and staff as primary agents of the Church’s mission in education.
Mission sustainability
Ensuring Catholic education at every level remains competitive in quality and firm in identity.

Functions of PULPEN
Coordinating foundations, parishes, and diocesan bodies
A forum for foundation boards, vicariates and parishes, commissions, and the Pastoral Center to align strategy and legal standing with the diocesan education direction.
Human development
Ongoing formation for school teachers and university lecturers, with impact on students, and for the governance of Catholic education foundations.
Supervision & evaluation
Monitoring the living of Christian values in curriculum and academic culture.
Solidarity
Managing aid so that access to education remains open for the poor and marginalized across the Diocese of Surabaya.

Duties of the structural bodies
Daily board
Chair
Primary responsibility for synergy between diocesan policy and the movement of education foundations (schools and Catholic higher education).
Secretaries I & II
Integrated education data, correspondence, and communication between PULPEN, foundations, schools, and the public.
Treasurer
Financial stewardship with transparency, accountability, and efficiency to support service programs.
Administration coordinator
Operational support for the daily board’s administration and finance.
Education Services Division
Technical operations — direct accompaniment of schools and campuses.
Catholic education formation
Spiritual and professional formation for teachers, lecturers, staff, and foundation boards so they grow as committed Catholic educators and administrators.
Identity & mission assessment
Periodic evaluation of school and campus culture so Catholic identity remains the soul of academic life.
Education partnerships
Networking schools and universities, and bridging foundations in the shared use of resources.
Education aid funds
Professional management of scholarships and aid from parishes, the Diocese, and other bodies for students.
Research and development
Strategic studies of today’s education challenges, with policy recommendations for the Bishop and foundation chairs.
Pastoral Coordination Division
Strategic relations with foundations — strengthening governing boards.
